- Subject: TO ALL POTENTIAL RACES APPLICANTS:
- PLEASE READ THIS BEFORE COMPLETING A RACES APPLICATION

- Thank you for your interest in the RACES. Before you complete this
- application, it is only fair that you have an understanding of what
- the State RACES is and what are our expectations.

- The term "RACES" is used to describe the service that enrolls
- Amateur Radio operators in a specific government (State, county or
- city) in accordance with the California State Code governing the
- registration requirements for and the use of Disaster Service
- Workers to provide government communications via the Amateur Radio
- Service. There does not have to be a declared disaster to use
- RACES personnel. The RACES section is an integral part of a
- government's emergency services office or to the department the
- function is delegated --- such as the sheriff, fire chief, police
- chief, communications director, etc. When Amateurs belong to the
- State or a local government in California, they are a part of the
- RACES. Whereas ARES usually supports non-governmental
- organizations and activities, ARES members are most welcomed and
- encouraged to join a RACES unit.

- The RACES is not a home-based Amateur Radio activity like the MARS
- or the NTS. The RACES is used to provide tactical, logistic, and
- admiministrative communications between government facilities and
- the field under emergency conditions in less than desirable
- circumstances. The RACES is not used for health and welfare
- traffic in the Amateur Radio sense. Most RACES personnel are
- expected to respond to government locations and incidents near and
- far in support of mutual aid missions.

- The success of emergency services in California is based upon
- mutual aid -- fire suppression forces, law enforcement, and the
- RACES. If you join as a "Level A" volunteer, you will become a part
- of a team of dedicated volunteers who have chosen to serve their
- government and community, using Amateur Radio in a professional
- manner.

- All Public Safety and Emergency Services require its people to work
- together in harmony, in a calm and professional manner, adhere to
- standard operating procedures and policies, work comfortably in a
- disciplined environment, accept requests and follow orders, work on
- projects, meet deadlines, supervise others when required or
- assigned, and expect to work in emergencies -- sometimes under
- adverse conditions, away from home and creature comforts --- often
- for long periods of time. We expect RACES applicants to have had
- prior satisfactory experience working in a structured
- organizational environment. A RACES unit is not a training ground
- for people who have never had any of the experience and performance
- requirements stated above. We do, of course, provide you with the
- training necessary to equip you to function properly in this agency
- and to support other jurisdictions.

- There are two levels of volunteers with which you should be
- familiar prior to completing this application. LEVEL A personnel

- are those who intend to be or are regular volunteer staff of this
- RACES unit, accept a job responsibility, and are issued a
- government ID card. LEVEL B volunteers are those who elect not to
- be a regular member of the staff but may be available to help in a
- major emergency; LEVEL B personnel will be issued a Disaster
- Service Worker registration card but not a government ID card.

- We are not concerned with how many other or types of organizations,
- clubs, associations or other organizations in which you may be a
- member -- with these two exceptions:

- (1) Members of the RACES, not unlike law enforcement personnel
- and firefighters, can belong to only one government. If you have
- an ID card previously issued by any other (State or local)
- government emergency services Amateur Radio function (RACES or
- similar), you will be required to surrender it/them along with your
- application to us; we will return them to the applicable
- governments with a letter of explanation. Please ask us for
- clarification if you have any questions in this regard, as there
- may be certain exceptions.

- (2) To be a Level A staff member you understand and agree that
- this agency will be your primary volunteer emergency activity.
- There are, of course, valid exceptions to this rule and we will be
- glad to discuss your particular circumstances. No one is
- indispensable, but we do need to know in advance under what
- circumstances you may not be available to respond when called.
- We are flexible; few things are cast in concrete!

- In conclusion you should know that the level of RACES activity does
- vary between jurisdictions. The State RACES is operational
- infrequently because major emergencies are infrequent. The State
- RACES needs Amateurs strong in planning, management, coordination
- and written communication skills. It also needs people strong in
- technical and engineering skills to recommend and assist in the
- multi-year RACES station buildup at all State OES offices and
- emergency operations centers. Most State RACES radio installations
- are "Done by Amateurs for Amateurs". State operates a weekly
- Monday night net for which CW and computer skills are required.
- The State RACES mission is to move a maximum amount of record
- communications in a minimum period of time; it is for this reason
- that digital (packet and electronic RTTY) communications skills are
- the most required today. This is augmented by those with voice and
- ATV skills. As one Radio Officer aptly said, "Bring experience but
- leave your ego home."

- For hams seeking more mission activity than that offered by the
- State OES we recommend a county or city RACES unit. If you seek
- specialization in forest fire communications, we recommend the VIP
- (Volunteers in Prevention) program of the California Department of
- Forestry and Fire Protection; check with their nearest Ranger Unit
- if you are interested. Many VIP members are also in a RACES unit,
- with the understanding that VIP takes priority in the fire season.
- Those seeking year round emergency activity are in both the VIP and
- the RACES.
